If this is a multiple choice item with poorly chosen distractors, you can also just answer it without doing the algebra. The two positive answer choices can't be right, because 1/5 of a positive number is always less than the number, not greater. And if last answer choice is -28/7, the number that is 7 more than that is +3, and there's no way that taking 1/5 of a negative number would arrive at a positive number. That just leaves answer choice b).
