A Chapter house in a monastery is called that because the monks, in most cases, followed the Rule of Saint Benedict. When they went to meet there, the first thing that happened was that a chapter of the Rule was read out loud, before they did anything else. It was one of only places where they were allowed to talk. Carthusian monks follow a different Rule.
