Personally I would probably not do it on mobile screens at all, as it makes a little less sense on them! It's mostly due to the inertia scroll of pages so it stops the natural feel of it when it jumps up... not much can be done about it without essentially faking the scroll! To get rid of it on mobile, I would do some code like if (window.innerWidth < 800) {} or only do it after a check the media for a pointer (e.g. mouse)
