I'm pretty sure the dog has to be like that because it looks hostile, because It can bit human putting people in danger, or maybe it's his rest time since he's in the chain the owner does let go of the dog for a walk but he needs to stay there for he's own good, Also it's nature Animals/Human has to hunt for food so they can survive and be stronger to hunt more food easily, for me I don't feel bad for any of them since its nature
