Guys be practical about this : For example in your group around you, you only have ONE bakkie, and you want to start a transport business to create an income for you and your friends. Do you use the limited capital you have to buy a nice house for the poorest in the group, or do you use the funds to service the bakkie, buy fuel, pay the stock, and the driver, to deliver the goods to get more money back??? The same goes for any organization. Start with where the focus is needed most to generate the income. As the income grows, and more and more people want to join, you employ more and more people. Lazy people that do not want to work or follow the rules of the bakkie transport company, well, they can obviously not share in the spoils of gaining the income? 2023 there were 169 000 jobs created in South Africa. 167 000 of those jobs were created in the Western cape under DA rule. Out of freedom of choice there is massive voluntary migration into the WC/CT area out of the rest of the country. Many pitch up without plan or job and pitch their shacks wherever anywhere without any prior notification to an administration, they settle without planning permission. This is common amongst the poor and unemployed all over the world, think the gutter slums of India, think the villas miserias of Brazil, think Lagos. A lot of Asia does not allow it. Russia does not. The rural and dispossessed set up shacks back to back wherever they belief is better for them without consideration of infrastructure realities. The governing administrations cannot predict the 'spaces', they cannot predict where services areas (which, in fairness to everyone, should be paid for everyone) - will appear. Once the shacks are pegged into a 'space', it is very difficult to uproot shacks - people protest - and lay down infrastructure services, esp. water lines and sewerage, This is the plight of the whole of SA. Why pick on the Western Cape, particularly? The Prof is correct - on a relative scale the DA do better. And they don't steal the fiscus; nor do they intend economic a Central Command Economy a la Chaves as does the Commander Malema. EFF is Cadre version 2 = be part of it or die.

For example in your group around you, you only have ONE bakkie, and you want to start a transport business to create an income for you and your friends.
Do you use the limited capital you have to buy a nice house for the poorest in the group, or do you use the funds to service the bakkie, buy fuel, pay the stock, and the driver, to deliver the goods to get more money back???
The same goes for any organization.
Start with where the focus is needed most to generate the income.
As the income grows, and more and more people want to join, you employ more and more people.

Out of freedom of choice there is massive voluntary migration into the WC/CT area out of the rest of the country. Many pitch up without plan or job and pitch their shacks wherever anywhere without any prior notification to an administration, they settle without planning permission. This is common amongst the poor and unemployed all over the world, think the gutter slums of India, think the villas miserias of Brazil, think Lagos. A lot of Asia does not allow it. Russia does not. The rural and dispossessed set up shacks back to back wherever they belief is better for them without consideration of infrastructure realities. The governing administrations cannot predict the 'spaces', they cannot predict where services areas (which, in fairness to everyone, should be paid for everyone) - will appear. Once the shacks are pegged into a 'space', it is very difficult to uproot shacks - people protest - and lay down infrastructure services, esp. water lines and sewerage, This is the plight of the whole of SA. Why pick on the Western Cape, particularly? The Prof is correct - on a relative scale the DA do better. And they don't steal the fiscus; nor do they intend economic a Central Command Economy a la Chaves as does the Commander Malema. EFF is Cadre version 2 = be part of it or die.
Those conditions are all over the country for 30 years and it’s not the local government responsibility to build house it’s national government responsibility

And taking formal infrastructure to informal settlements is illegal coz the land is often high jacked land. You cannot put water or electricity there and you cannot even build RDP houses coz the land is high jacked.
