Two things with the wifi to help provide some perspective. 1. The owner of that wifi could be held legally liable for what happens on their network. If someone was pirating or other illegal content on your network and they trace that IP back to your internet, you could be held responsible. 2. If you have limited data on your wifi then that person would be using up your data cap and could potentially cause you to incur an overage bill. None of this is even touching the security concerns of someone being able to access other devices on your network by. That's why it's illegal and why you should definitely protect your wifi network

No such thing as a California stop 🛑 I’m from California and believe me if you get caught rolling through a stop sign you will get a ticket.
