You might want to change your example for appeal to emotion. Because "not adopting this policy will cause suffering of children" is in fact, a pretty good argument for adoption of a policy (provided, of course, that the policy actually helps children). Also, I am pretty sure that appeal to emotion includes appeal to fear, appeal to flattery and appeal to pity.
