I haven’t gotten to the part I’m certain your talking about, but if its a fresh tattoo they 1000% do scab. And it SUCKS lol Tattoo needles basically leave micro scraps across the surface of your skin, so during the healing process it will become flaky and scab. This is why you’re heavily advised not to scratch your tattoo. Breaking the scab will ruin the healing process of your tattoo and cause your body to push out extra ink. (In case you don’t understand fully, I mean push extra ink out because during the healing your body automatically removes some of the ink… Scratching the scab will only cause more ink to leave.)

Exposing the area to excess steam/heat for example can create more plasma to be expelled from the wound creating a higher risk of scabbing. Providing the scabbing isn’t due to overworked skin and is not surrounded by redness, it should heal fine. Avoid picking at it as that can totally cause ink to fall out or cause a higher risk of scarring. But overall, small amounts are not uncommon or "bad". Everyone’s body heals a little differently as well. Lot’s and lot’s of factors go into tattoos and how they heal.
