After Re8, attacking the knight, it is actually trapped, but you can give it up with a desperado, Nf5, which doubles black's pawns and basically white has a positional edge because of the bishop pair and a better pawn structure. Now, funnily enough, the position after levy sacs his queen is actually still pretty equal, but not after levy captured the bishop. Instead, Bb4 would have trapped white's queen, and at the end of the line levy would only be down a pawn.

Qa4 attacks both the rook and the bishop so at best it's just an equal trade for levy which would make the queen even more powerful
