Also Echo isn't an omnic, I've seen you say this a few times. She's an ai based off an individuals own personality and mind... they're both robots, but that's like saying a microwave and a PC are the same thing

Echo is still bound to her program even though she’s programmed to act as a human. Any robots built after the Crisis ended do not have sentience.

This video is actually a very good illustration of the fact that morality and law don’t always line up. Like a lot of these characters are, legally speaking, criminals but a lot of them are vigilantes fighting for a better world so they’re not exactly evil.

I think that Junker Queen, Junkrat and Roadhog would all technically be B or C tier because of the laws in Junker town. If either Junkrat or Hog were S tier they’d just be executed. She has voicelines (I believe) stating that she totally would execute JR and Hog.
Yeah, arson and murder are bad everywhere else, but is it really bad in Junker town? Or is it normal? We see Queen have a no-rules fight with the former king where she is fully allowed to kill him. If you’re allowed to kill the king in the arena then it’d make sense that murder isn’t frowned upon, but encouraged so long as it’s in the ring.
I understand that you touched upon this topic but in order to truly create a crime tier list we need to define what “crime” is. Because the USA has crimes that France or Spain doesn’t, and vise versa. I am a felon in one country, but a free woman in another. We need clear definitions. I see you’re using the USA as a basis but I think that’s wrong. I think that we should use each hero’s country of origin in order to define “crime”. Because each hero was grown up on a different moral basis and has different ideas of what crime is. We can’t hold them to the same standard.

She has a voice line with junkrat where she says "pain has everything to do with science" as an explanation to why junkrat would end up in pain from working with her or being experimented on suggesting in her persuits of science she hurt ppl in her experiments against there will suggesting it might be torture also suggesting her suction also hurts suggesting like mei's weopon it might be torture as well

She for sure is classified as a potential nuclear threat or as a special kind of threat due to her being able to easily crack nuclear codes or revive the full power of the null sector.

Junker queen was shown defeating the king of junkertown and taking the thrown. This establishes that Tte leader of junkertown participates in the legal brawls (the same as Hammond) and therefor either Hammond should be a war criminal or junker queen should be lower
Fun fact, while Bastion doesn't really have very many canon crimes, building a Bastion unit is a crime, since he's a gun that decides for itself when to shoot
