Simple, he got Pikachu when Blue/Green snatched Eevee from Red. Oak gave Red Pikachu instead. Red received the starters from other trainers. Red got Lapras in Silph co. He got Eevee in the Pokemon department store? (Sorry, I don't remember) I don't know how he got Espeon but in order to get it, he trained Eevee during day time.
