Bro I used to know someone who could do so many voices he ended up getting so good he could switch instantly from a scottish accent to his normal voice to a deep voice to a girl voice in 5 seconds.
I think he means raising your Adams apple. When you swallow you should be able to feel it go up with your hand, you want to just practice holding it in that position to strengthen those muscles, you also want to strengthen the muscles to pull it down, you can do this by yawning then holding it in that position. I don't know if I explained it that well, if you want more explanations you should watch other videos on learning a girl voice.
I wouldn't say its the best but for starters this could help them. Also be sure to drink water it helps smoothin your voice and clears your throat from mucus and things like that.

If you want a tip, just practice. I have practiced for around 3-4 months and some girls say I sound more like a girl then they do. I went into girl voice trolling with no experience, and sounded like shit. Now, I can even troll actual girls. So just practice, and also another tip, hearing your own girl voice in recording makes it sound worse then it actually does.
