Blue and green gear is only worth using in early game. Once you start getting purple and gold, just dismantle all blue and green. I also mainly gear my first 2 queues. They other 2 are just for harvesting rss. What server do you play on? I'm on s12.
So why did these devs think that removing game mechanics for new servers was a good idea? On our server we dont even have the "percentage" option to craft legendary gear like you do here and we dont even have different sets just one general set. Thats beyond stupid by the devs.
Been a while since I played but if it works the same it did you have to just level your crafter as it gets to a higher level you can craft better quality

Weekly and daily challenges some quest give it to you as a reward as well
