i’d say build welt since hes already e2 and can be built as either a dps or a slow support, plus if you’re really unsure and have to farm relics you can get some stuff for both from my experience he can do fine without his sign (though do take my opinion with a grain of salt i might be biased)
I may be wrong, but I believe that it is not legal to use Sampo together with the swan because the arcana is considered wind damage and Sampo causes the same type and this kind of interferes with the arcana and kind of Leaving the swan struggling in her kit

If I remember correctly, Sampo's triggering wind shear won't remove the arcana stacks.
