You indirectly mentioned it, but Amplifying the specific Civ gear piece that gives March Size will improve it (by usually 2% per star - not talking about Star Atlas bonuses). This is usually the gloves/ring slot which is not supremacy (left side) so if you ever have "spare" conquest and want to amplify a civ piece - consider the gloves/ring first. For new players - your bread&butter - March Size usable 1hour buff of 50%/100%/200%.

It will tell you in the covenant what the requirements are.
maybe you have full freedom hero set and he doesn't? or amplified thebes/rurik pieces?
He has freedom. Doesn’t have rurik amplified and he has lower civ treasures
Dont forget about your all star keep, i believe it buffs march size 😜
