Please note the following rules:
1) If one has passed 12th (eligibility criteria for MBBS Abroad) and NEET (qualified), but failed University's exam, then he/she has to look for other options. University will reject the application. Choose a different university.
2) If one has passed 12th (eligibility criteria for MBBS Abroad) but NEET (disqualified), and passed University's exam. University will still reject the application as he/she is not eligible for MBBS Abroad.
3) If one has passed 12th (not cleared eligibility criteria for MBBS Abroad) and NEET (qualified), and University's exam, still he/she is not eligible for MBBS Abroad.

12th passing and NEET qualifying are NMC (earlier known as MCI) criteria for joining MBBS In Abroad.
In this reference, every abroad MBBS university has their own set of rules such as:
1) Some consider 12th PCB Percentage for admission (NEET qualifying is mandatory),
2) Some consider NEET Scores (certain range),
3) Some just needs a student qualifying on all criterias,
4) Some conduct their own entrance to segregate quality students.

1) Kazan Federal University (Results will be available after 2021 FMGE Exams)
2) Crimea Federal University (MCI results - 40%)
3) Kazan State Medical University (MCI results - 33.13%)
Budget range: 25 - 35 lacs.

It's a bilingual University according to WDOMS website I have checked on it the teaching medium is stated as English and Russian (mixed curriculum).

Please note that Kazan Federal University started their General Medicine program for international students in English Medium from 2013.
Indians started getting enrollment from 2014 and 2015 but in a small number. Also, the student who was meant to graduate from Kazan Federal University failed their university exam and got expelled.
Thus, 1st Indian batch will graduate from Kazan Federal University in year 2021.
On a serious note, Kazan Federal University is all about discipline, conduct and behavior.

Presently, no transfer is possible. If you are 1st year student, then you can apply in KFU for session 2021. You have to start from 1st Year onwards.

Presently, we are still waiting for updates from KFU in this regard. If there will be seats left then 4 Phase will be conducted.

MCI Results of Kazan State was 33.13 % in 2019.

Kindly note that in all the Russian and Ukraine Medical Universities, traveling is involved.
They prefer to conduct majority of classes in hospitals and medical centers.
Secondly, it's wrong that whole day goes into traveling. For better understanding try to have a direct word with already studying students.
Note: You cannot learn subjects like internal medicine in classrooms. You need to acquire clinical knowledge and skills through patients only.

Both universities have their own perks. One comes with huge infrastructure, and research setup along with a world rank and another comes up with less financial burden on parents, greater passing percentage in FMGE Exam. KFU 1st indian batch will write FMGE exam in year 2021.
Both universities will rough you up when it comes to discipline and study. Now, it depends on you and your parents to decide to go for which one.
