Usually that means the brass bushing that holds the needle bar in position is worn out. You would have to replace the bushing if you want to fix it. Typically an industrial machine will still sew with a loose bushing, but you may see inconsistent stitch length especially when changing speeds.

The needle bar bushing of my "dress sewing machine" is loose, it moves by itself without the balance wheel.
