As somebody who makes his living at poultry, wild birds are a far bigger risk than backyard flocks when it comes to disease pressure. While the risk for backyard is low its not zero. At what numbers you should have to register i do not know.

As for genetic modified crops - does the UK allow patenting the seeds? If so, it's just another cash grab from BigAg, who don't like that farmers have always been able to retain a portion of their crop each year to grow the following year's crop. Even if not, patents on seeds will show up soon afterwards.
