Eck, Luke doesn't actually meet a young Palpatine in this issue of the comic like you said in 10:14. When he meets him for the first time in the comic he is old Palpatine sitting on a chair looking at the screen.

He wasn't young. He was sitting in his throne at old age. Later he became young.
