Try using glycolic acid or consult a dermatologist if it's severe. Honestly uneven skin tone is quite natural for brown skin specially because we tend to have some pigmentation around the mouth & the forehead.

Forehead breakouts means u r using dirty cushion cover or maybe you have infection in your scalp that's why dirt keep falling on your forehead ..
Keep these things in mind still if acne doesn't recover visit a dermatologist because sometime its internal problems
If acne is painful and infectious type ..Don't apply any thing without recommendation it will not treat anything good
I used to get bumps on my forehead frequently. I tried skipping hair oil, and it somewhat helped. You could give it a try, but since I'm not an expert, it's best to consult a dermatologist for personalized advice
