Actually there are not enough lifeboats onboard Icon, or most cruise liners for that matter. 17 lifeboats times 450 equals 7,960 souls which is not enough for the crew. Maximum capacity including crew is 9,950 souls. The crew are expected to ride in life rafts in the event of an emergency.
Also some passengers. Lot's of passengers. Because most ships do not sink like the Titanic. Nice and stable and bow first. Most have a list to one side which prevents using lifeboats on that side. Hopefully the Icon never has an emergency where they have to evacuate.

Since the Titanic all ships are required to have enough lifeboats for everyone on the ship. Can you imagine a ship that doesnt not enough life boats for everyone especially with the size of the ships today
