I can’t help thinking there must be a more efficient way. They are shifting the snow backwards and forwards several times before the blower finally comes.
It’s done that way as to completely peel the ice and snow out of the gutter and pavement. It also breaks up bigger chunks and evens out the windrow to make it more manageable for the blower. It’s the most efficient way.
