That particular swastika is a symbol of Buddhism and also in Japan you will find that in maps to denote the location of a Buddhist temple. Also the next one in order below it is the symbol for the Shinto religion and the Christian Cross.

Why that game wasn't included in their Taito arcade game compilations for home consoles, i'll never know.
