I think since Steez was still on the come up and since he hadn't been getting nearly as much shine as Joey was at the time people were still trying to get a feel for him. Just because the crowd wasn't loud doesn't mean they weren't appreciating his music. You can see they were still feeling his vibe and liking his shit. The concert just had a more underground feel to it.
