A person approved as a refugee can be issued a Refugee Travel Document on the basis of an application as an effect of the Immigration Control Act.
A Refugee Travel Document is stipulated in Article 28 of the 1951 Refugee Convention and the Annex thereto, and while a refugee cannot be issued a passport or other such travel document by their home country or their country of habitual residence, most countries have provisions in place that take into consideration the accommodation of refugees due to the need for a foreign national to carry a passport or other such travel document when entering or departing a country. A Refugee Travel Document opens the way to overseas travel for refugees and has the character of a so-called foreign resident passport. It is therefore recognized as a valid travel document by parties to the Convention Relating to the Status of Refugees, and a visa may be granted through a Refugee Travel Document for a refugee to enter Japan if needed.
A refugee possessing a Refugee Travel Document does not need to acquire re-entry permission when departing Japan with the intention of entering again. Also, a person issued a Refugee Travel Document who is departing Japan does not need a visa to land in Japan within the validity period of the Refugee Travel Document and does not need to have a new decision made on their status of residence and period of stay when receiving a landing permission seal.
