I am saying it as someone who saw Phool aur kaante twice in theaters back in 92 (it had already completed 100 day run back then !!!). it was still houseful and songs and ajay's action drew the audience. Naajayaz was good with great songs but did not click as back then family movies/romantic movies ruled the roost. Only Karan Arjun which was a multi starrer bucked the trend and Ajay walked out of that movie (Salman took over the role).
