No, she's not heartless, she just felt assaulted by tails for treating her like a yandere, even though cream already solved the problem between tails and amy.
I really hope the Tails Love Triangle fiasco gets solved. Maybe Cream gets a visit from Cosmo in the dream world and eventually gain a mutual respect. If Tails and Amy can reconcile (albeit temporarily...), so can Cream and Cosmo (hopefully permanent, might I add.) Cosmo wouldn't want Tails to mope over the past, she would want him to move on and find that special someone that can remind him of her spirit in them.
