This does seem like one of the better 4-star uniques at least. I don't know if that's just because it's a Gauss Rifle or not though. It is a source for Conductors which is really nice! I just got it on my Plasma Caster and it's been really good.
Hell yeah, I have yet to get a single conductors mod from scrapping them. I've crafted at least 100 of them.
