Never EVER saw a cop car with a standard shift. Not saying it didn't happen but common sense would tell even the dumbest of people that law enforcement need both hands available when driving so why would any agency buy a manual shift vehicle? Now a days manual transmissions are N/A for a majority of vehicles offered so I doubt you will ever see a shifter police vehicle ever again...
No, other countries collect them as well, not only from the USA, but also from foreign countries as well. Some of them, such as Japan, actually were pioneers in some regards, as they used Ford Mustang cars in the late 1960s and early 1970s, a full decade before police departments in the USA began using them in their fleets, microbusss.
