It's much more complicated than that. The Bosporus strait is inside of Turkey's territory, BUT... the Montreux treaty gives ANY COUNTRY's ship the right to traverse the strait at any time, as long as it's a civilian vessel. Turkey on the other hand can control the movement of military assets. It has always blocked any ships from Black Sea countries at war from each other to cross the strait though. This means that as soon as Russia invaded Ukraine, Turkey closed the strait to all military vessels from both countries. Also, Turkey has always chosen to not let military vessels from countries who do not have a Black Sea port from passing through the strait. This means that most ships present there are (of course) Russian. But Turkey is under increasing pressure from the West to let their own ships enter the Black Sea as well... and under international law, they can choose to do so. The US and the UK have been wanting to enter the sea with their own flotillas but for now, Turkey is too afraid of the consequences.

IMO the current interpretation and implementation of Turkey's control of the Dardanelles and Bosporus straits is reasonable, as long as NATO has ample coverage by air. The current Turkish policy traps the Russian Black Sea fleet in the Black Sea and prevents reinforcements from the Russian North Sea fleet which is no small thing. The Russian Black Sea fleet is considered the heart of the Russian navy, and restricting its operation to only the Black Sea and not the Mediterranean and beyond is significant. Also, in response to events like the Moskva sinking, no ships can be brought to the area as replacements or reinforcements. The fact that no NATO ships are in the Black Sea is no one's fault but NATO's. NATO chose to not station any ships in the Black Sea and evacuated just prior to hostilities, and probably at least in part because AFAIK no ports exist in the Black Sea that can support NATO ships. NATO will just need to be satisfied with air surveillance and target designation which can be effective but perhaps not as symbolic as naval ships.

Turkey has the right to restrict the passage of navies not belonging to Black Sea states. There have been only two attempts, both turned away by Turkey, to overrule this. IMO the current interpretation and implementation of Turkey's control of the Dardanelles and Bosporus straits is reasonable, as long as NATO has ample coverage by air. The current Turkish policy traps the Russian Black Sea fleet in the Black Sea and prevents reinforcements from the Russian North Sea fleet which is no small thing. The Russian Black Sea fleet is considered the heart of the Russian navy, and restricting its operation to only the Black Sea and not the Mediterranean and beyond is significant. Also, in response to events like the Moskva sinking, no ships can be brought to the area as replacements or reinforcements.
The fact that no NATO ships are in the Black Sea is no one's fault but NATO's. NATO chose to not station any ships in the Black Sea and evacuated just prior to hostilities, and probably at least in part because AFAIK no ports exist in the Black Sea that can support NATO ships. NATO will just need to be satisfied with air surveillance and target designation which can be effective but perhaps not as symbolic as naval ships.
NATO could possibly request Turkey to build and operate on a leasing- basis a naval port at northern Anatolian coast to engage hostile Putong's naval ships, letting Ukraine drones and fast naval boats seeking & bombing any Putong's boats in southern portion of the Black Sea....
Likewise serious options shd be carried out to establish alternative naval ports along Bulgarian and Romanian coastlines to help Ukrainian naval fleet sending missiles and drones against notorious Putong's naval fleet....!!

Turkey is a signatory of the 1936 Montreux Convention; 28 NATO member states are not. Although Bulgaria is an original signatory it has no authority of the Bosporus, and Dardanelles. That role is played by Ankara.

NATO countries can finance the project and levy cargo ships using the channel. Using conveyor belts and explosives the rubbles can be used to reclaim part of the black sea and Agean Sea. Such construction can create jobs in Greece and Bulgaria where unemployment is high. Reclaiming lands in the Black Sea in Bulgaria to create tourist resorts competing with Turkey. New opportunities will develop in these two poorer NATO countries. Such moves will also create better security to NATO's southern regions, the Black Sea and maintain economic balance. To speed up the channeling, digging can be done at ten different locations simultaneously. Alternatively, they can burrow tunnels through mountains and maybe create safe harbors.
How many countries would benefit from this canal you're proposing? Maybe Romania, Bulgaria and who else? How much should Greece charge for ships that will eventually use it? Not feasible, but anyways, if it does happen Turkey would leave NATO and allie with Russia, and on the long run things will get worst, not better.
