I wish someone would have told me about the Bulu Raid Hour. How are people finding out about these events?

Through Campfire. Have a look around for groups and meets. The opening page likely has nearby events listed directly.
Note that the in-game version didn't allow you to speak with others nor flare raids, so consider the full app if you don't have it already.
Ambassador backed events like this one are denoted by a purple star and purple text banner when checking info. Also, bigger events like community day if fairly close to an event have a white balloon in game (if third party ads are enabled) with a link to the map to help look for events.
