Karrot theory: Karrot is a remake of karl and karla mixed and like a son to them but the devs only made karrot for a test of the plimmif so they just removed karla from multiplayer now so he is mad and wants to help the player against the devs since they did it

Short answer: Probably both, it could be like he said a dev thing
Explaining stuff about it: So it could possibly need something to spawn it like near the end he had dev console on,so it probably(I say probably because it could be a dev or mod, but normally dev thing are in the game it self)in both, just a dev mode or mod is being used

There should be an scp that looks like Karrot. When it appears your car will drive away and you’ll need to use karrot. Then when you’re driving in the middle of nowhere the fuel runs out and your stuck in a random place.
