What's meant by that ZBB system is based on Hierarchy of functions??
Is that not contradicting of Fresh budgeting??

If you have listened to the entire video, I explained that ZBB budgeting means zero-based budgeting, and in this, everything is started from current year means in a new way each time without considering the previous methods of budgeting.
