Im from a similar communty & I fully understand what your stating, But those are chronic improverished neighborhoods. I believe its 50% our fault BUT 100% our responsibility to do better. Most our neighborhoods where good/descent until our upper class assimilated into white neighborhoods. Rich people OWN & CONTROL everything: economics, education, culture, media, religion, government, leisure etc... Theres never been a community/country started by & thrived from the middle & low income population. Progress starts from the top & progress OR s(hit) can roll down hill🤷🏾♂️ Peace & blessing 🙏🏽
