I admit her attacks are pretty safe on block, BUT! she only requires a short step back to cause her to whiff, and so she's always getting whiff punished. She has one of the shortest ranges in the game, so they had to give her safe moves, because the rest of her game is so dangerous. Just throw in the quick, mid launch punch, and all of her AoP and RDS shit is useless. She has no decent launchers to interrupt with, only ones that can, in turn, be launch punished.

You have to look for which hand extends first. 1+3 for throws starting with the left hand and 2+4 for throws where the right hand is extended first. There are other throws though and they have their own way of being teched. As for which throw is coming, certain throws are better in certain situations. Lee's forward 3+4 throw would be used more with an opponent whose back is at the wall.
In the story, yeah, they make her pretty annoying. You must be thinking of SS+3 (sidestep and X), which is very slow and blocked by any good player. Fortunately it can be canceled into some decent mids.
