Nice question.. see what you are saying is correct for the functional groups containing carbon atom like aldehydes, ketones or carboxylic acid.. there we take the carbon next to carbonyl carbon as alpha carbon... But for other functional groups like halogens or hydroxyl group, the carbon bearing them is usually considered alpha carbon and any carbon attached to alpha carbon is beta carbon and so on....
