To do free roam do you need to complete missions or not..im new

How are u changing ur powers? Ive only played infamous 2, this is my first time seeing this
This game lets you absorb 4 powers: Concrete, neon, video, and smoke. To change powers, you have to find the material and then you absorb it.
Which speed capability is the fastest?
In terms of raw speed, Video is the fastest but the fastest way to travel on the ground would be using Neon while it would be best to use Video when on rooftops.
Note that Smoke is still the best for combat mobility
