Playing Moira I get so tempted to go do more damage than healing, but I think this is the perfect balance.
Its nice to know that even top 500's instinctively turn to heal their tank, even though their already full health.

Why does he do the melee?
from a former top 500 Moira player myself it honestly comes down to a stupid reason. some people do it some people dont but when your rotating dmg to heal or vice versa the animation for it can become broken or janky. It really is just for better visual representation of what Moira is doing for video uploads. TLDR: Moiras broken animation never got fixed EVER so its a way you can keep it from happening lol
