Well, as mentioned above, there is the comcs connection.
They were also paired in Sonic '06 and Sonic Team Racing, so Sega seems to want to make a connection.
Probably some elements of "pair the spares" due to being later entries on the roster.
And it's arguably the most wholesome of the Sonic ships with the displacement you mentioned being the only real issue.
