Dom Ice is so useless especially to Bellerick as it does not have any HP to utilize Belerick's passive, also brave smite is not that good for Belerick since your 1st wont always hit i rather use Concussive Blast and stack HP items then add ThunderBelt for slow
Dominance ice is insanely useful, it reduces enemy attack speed and enemy heal. Your damage might end up lacking but if you're dealing with rapid fire marksmen you might get yourself burst down first and they could heal trough lifesteal. I agree thunderbelt is eay better and concussive blast is just as great. I'd focus on some cd as well with the Oracle so you can use s2 more. Apocalypse wings could be useful against rapid fire burst skills like Hayabusa or Wanwan
Actually you would like the enemy too hit you more so they will get knock down more quickly so yeah dominance is useless, just tell the core to buy anti healing items
