Japan was an early adopter of stereo television broadcasting using a system called FM-FM which added a second stereo channel to the analogue FM mono sound - the sound is split into two carriers using a modified transmission pilot tone system which is detected by the stereo television or stereo vcr circuitry and decoded as a stereo broadcast for viewing or recording and mono transmission merely combines the two channels into one.
