Why do not you think she's singing it? It is true that when she speaks in real life, she does not have that voice and it may surprise but still, the author of this video is Rachie so it's almost not possible to think it's someone one other than she who sings it.

This is how I imagine this
Frisk is trapped in her mind, Chara's in full control by this point, and it's an inner battle between Frisk and Chara over control, Frisk gets slight moments and forces herself to get hurt, Chara grows even stronger as it goes on, and eventually Frisk just...gives up.
Frisk runs out of determination, but Chara's taken it all from Frisk...
they frisk and chara have no gender

The only difference is that Frisk had a virus in her/their SAVE files that force the RESET every time they did a True Pacifist ending or tried to take any other option (suppose they let Toriel destroy the door? RESET). That'll wear on a human after a while, since their DETERMINATION, while powerful, is finite.
