I do find that it is necessary to glue it down. I've made wreaths without gluing them before and they can fall apart pretty quickly. Obviously if you are going to hang it up high somewhere where it doesn't ever move or get touched, it might be OK. But at the end of the season I like to take mine down and store it for the next year. And that would be hard if they aren't glued in place. Glue guns are cheap! I use a mini glue gun like this one: amzn.to/2q3Aygf (affiliate link). It's less than $10 and has great reviews!

The Dollar General has glue guns for a very inexpensive price, if you have those in your area anyway.
