I rolled a pair of 23 leadership gloves just this week. Highest I've ever had, felt good. Only took 10 rolls to get it too (well, 10 rolls on the day, I've been grinding heavy armour for leadership since season 8!).

I feel your pain. I started playing at the end of Season 5, and I still don't have any gear with Leadership above 15. The RNG gods must hate me.
