Hitchcock and Scully are kind of genius if you think about it. I mean they are old enough to retire but they like sticking around, and they get paid for doing nothing all day. They get to sit around with their best buddy and eat. I would love to do that.
I think it's revealed that they use their position to protect a witness since the police/government (don't know who is in charge of witness protection) didn't want to give her any, despite her helping them bust a big crime lord.
The fact that Hitchcock and Scully are still in the precinct tells me they actually do a great job under the guise of being idiots so nobody really bothers them with favors or anything

Hitchcock and Scully are actually good detectives and good people they did their police work in the seventies and 80s and they still check on that one woman after all those years they never spoke an extra wing on each of their plates means she's okay and they did it for years that is actually great detective work I bet you anything that woman is grateful for the rest of her life
Despite being in some of the most terrifying and dangerous situations for a police officer....... Rosa is still audibly terrified of Hitchcock's driving. That's a testament to how wanting to unlive Hitchcock gets behind the wheel

Me too, Scully is actually really sweet and it melts my heart every time I hear him call Jake Jakey. They both were originally just meant to be background characters but Joel and Dirk would get together and come up with funny little bits to do in the background and I guess the producers liked it and made them more permanent cast members.
That last clip is great - so often I wonder *why* Hitchcock and Scully were kept as employees. In the evaluation episode, Holt even mentions they have an abysmal arrest record. I'm guessing we didn't see Holt talk about their incredible skill at paperwork. These two probably do insane amounts of paperwork so the other detectives, like Jake and Amy, can keep doing their thing. They're like the janitors of the 99 - you don't see them much but boy are they important.
I believe that Hitchcock and Scully are actually the smartest detectives in the precinct but they have been playing extremely dumb for the past few decades
I adore the writers for always including Scully and Hitchcock in the crews cases and crazy adventures. That realization hit me in the episode where they go to California for a funeral and ended up on that insane road trip. They are useless as detectives and are pervs but they’re still part of the 99. 💜
Scully may be a soft cinnamon roll, but he's still the size of the bear. I wish he had at least one scene of intimidating a criminal into submission simply by standing there, even if by some sheer accident.
