Open uni- open door academic policy with minimal or no entry requirements. Distance education. First state open university was bhim Rao Ambedkar open uni, Hyderabad in 1982. Ignou- 20 sep 1985

Private University Can give Degree Certificates of his name but a private college can not give, a private college shall give a degree certificate of his affiliated state or central University.
