Technically garp does not have freedom.
The whole point of the marineford war was to showcase that, Garp simply wanted to protect his family by giving in to/ignoring whatever the world government and never directly confronting them, instead he believed that by joining marines he could actually make changes internally to benefit the world and at the same time protect his family. During marineford garp couldnt save ace because he was to invested in his goals with the marines proving that he isnt truly free compared to the likes of roger, whitebeard and luffy.
Everyone of aces allies was ready to die in direct opposition to the cruelty of the world government and that is true freedom. When you can remain happy knowing that the freedom you possess would one day result in your death still that doesnt bother you as every single moment you get to live, you live with full freedom and liberty.
This is the ideal luffy represents, its not the person the world government is after, its the ideals he is spreading everywhere he goes resulting in massive discontent among the populace against the tyranny of world government.
Luffy doesnt care about race, culture or any other differences all he cares about is being free to do whatever you want without fear. He even told reighley that he didnt want to conquer anything, he just wants a world where everyone is free and happy.

@@angelmonroy9644You gotta remember that 60 years ago when Garp was young, there were no good pirates like Roger, Whitebeard, etc. so he entered to save the people. Eventually he found out about Roger and they became frenemies, and since then he is in the Marines to keep helping people, despite the corruption in it.

The main reason the Celestial Dragon's are scary is because the admirals are at their beck and call. Garp can solo any of the admirals so he has nothing to fear.

Garp would give any admiral enough of a fight that innocents would die and the holy land would be at least partly destroyed, which none of the admirals, even Akainu, would want to happen. Along with his political power, he’s untouchable even for the fleet admiral. The only time he’s been shown to have any weakness is obviously with Ace and Luffy because family, and when he went to solo the BB pirates in their own territory including Aokiji who knows all his tricks and techniques and is half his age. (Sword was there but let’s be real Aokiji could take them out in his sleep, and probably wouldn’t even need Shiryu)

Something I don’t think people realize is Garp is protecting the people whose land that luffy claimed as his territory. Seems garp is keeping a close eye on his grandsons actions as he becomes stronger.

So far, Luffy only claimed Ryugu
(From Big Mom who took it from Shirohige) and Wano. The latter of which isn't under the Government jurisdiction.
Also, Luffy could've claimed Arabasta, and maybe also his and his friends' home islands.

Garp is a hero because he never wavers in his strong conviction towards justice and the marines. He never fell to the dark side like Aokiji despite his personal tragedies involving Ace, Luffy and Dragon. Instead, he trains Korby to be the next generation of marines. He is also someone who is never driven by blind hatred in his profession. While he may dislike taking orders from celestial dragons, it is never his main reason for not becoming an admiral. He is just like luffy, wanting more freedom while still executing justice in his own way as a vice admiral.

Garp isn’t really a typical commander where they have strategy and tactics and even political influence. He’s the type of commander that rose through his own sheer fighting capability and has become respected as a top Marine.
He doesn’t really get himself too involved with the grand scheme of things, letting those decisions be placed on the admirals
