She's from Osaka and Kansai-ben (kansai dialect) is her natural dialect. She speaks smoothly when talking casually (contrary to Keigo/formal) with Sana and Mina. It doesn't help that Sana and Mina are from Kansai region too so she doesn't really get to practice standard dialect. But then again Sana and Mina doesn't struggle as much so.. lol Correction: as mentioned in the replies Momo is from Kyoto, though still in Kansai region.

I think Momo got confused between Kyoto and Tokyo because she thought all of the members were talking about Kyoto ( A Japanese City ).
I don`t think people how difficult it is to switch back to your mother language when you have live somewhere else and spoke their language 24/7 for multiple years.
they speak kansai dialect, but when promoting they're speaking standard japanese that's why sometimes it's hard for them
