Yes. I am 4.11 and mine also have short strap. When I did the 2nd style, it came just under my boobs.

Sorry for the late reply. It fits my iPhone 12plus pro X , not sure if the 13 and 12 are the same size but I will say that when I put my phone in my bag, it rarely can fit anything else.
