- The House quad committee has detained retired cop Royina Garma, who is accused by an ICC witness to be an implementer of the Davao Death Squad, for evading questions in the ongoing EJK probe. The investigation so far leads toward pinning former president Rodrigo Duterte in the killings.

ICC: The Philippines terminated its membership effective 2019. The EJK occurred beginning 2016 onward as early as EJK incidences in Davao. The suspects are not out of the woods.

This is just an opinion. Col. Garma might have bought a one-way ticket to the US and not a round-trip ticket which led to her denial to board a connecting flight (in Japan) to the US. This could be 1 possible reason.
Because she is trying to evade the law and leave the Philippines... she has all the money she needed... if that's not enough... Daddy Dutae will be there...
I think she did not book her ticket to the US because if she did 100% sure her visa will have gone through validation / confirmation during check in.She must have booked a return ticket to Japan only.
That's what my theory is. I know someone who bought a one-way ticket (not to the US but Japan) and the immigration did not let him through and had him catch a flight going back to the Philippines.
@@user-qh7mv8np2s Philippines Immigration will not let them board if they only have a tourist visa for both the US and Japan. Return ticket to their destination is required for all tourists.
